involved here, we should encounter

opposition from the Treasury if we were to attempt to

modify our present position any further in the direction

of transfer to the Municipal Council of any authority

in respect of other forms of taxation, apart from

the levying of rates and the fixing of fees.

I am now submitting the revised draft despatch,

with an explanation of the reasons for the modifications

now proposed and of your views on all the matters we

touched upon in our discussion. I will let you know if any of the amendments we have suggested undergoes

any substantial alteration in the course of their

further consideration in the Office and by the

Secretary of State. I am also sending Grantham a copy

of the revised draft, together with a copy of this letter

so that he will appreciate the reasons for the

amendments now proposed.
