Constitutional changes in Hong Kong
I am now enclosing the revised draft
of the Constitution despatch which has been
prepared in the light of our discussion on
Monday. The passages which are new in the
draft are sidelined.
2. The amendments to paragraph 3(a), 3(f)
and 3(g) need no further explanation, as
they were fully covered in our discussion
and have already received your concurrence.
3. The new paragraphs 3(b) and 3(c) are now
required since we have dropped the suggestion
that your despatch No.145 should be amended
before publication so as to omit reference to
any differentiation as between non-British
Chinese nationals on the one hand, and non-
British Europeans and Americans on the other;
in regard to the period of residential
qualification for both membership of the
Municipal Council and the franchise.
explained to you that we had been led to
suggest these amendments owing to a corruption
in the text of the last paragraph of your
telegram No.817 of the 13th May, as received
here.
