We discussed with Young on Monday the
final draft of our Constitution despatch,
a copy of which was sent to you in Mayle's
letter of the 18th June. As a result of
that discussion we have proposed several
amendments to the draft, and I am sending
you the enclosed copy of the revised version
Core that we have now submitted to higher
authority here. The further amendments are
sidelined in this draft. I am also sending
you a copy of a letter I have sent to
Young which will explain the reasons for
the amendments now proposed.
I showed Young a copy of your letter
to Mayle of the 20th June, commenting on
paragraph 3(a) of the original draft. He was
in entire agreement with your views on this
question, but is prepared to accept the
paragraph as it now stands in the revised
draft. I hope you will find it satisfactory
as well.
We will let you know if any substantial
alterations are made to the present version
