I am replying to your letter of 25th June which enclosed the latest version of the draft despatch to Hong Kong on the Hong Kong Constitution.

I note that the Council is now to be empowered to levy rates and I can agree that such a function is quite proper to a Municipal Body. I am prepared to accept that the work of the proposed Commission in making specific provision for the application of some measure of external control to the Municipality's finances, will be an assurance that the broad dispensation "to levy rates" will be suitably defined.

I note that this may still not be the final version of the draft and that you will keep us informed of any further changes.
