Constitutional changes in Hong Kong.
With reference to your letter F. 8582/376/10 or the 26th June, I now enclose three copies of the Secretary of State's despatch No. 222 of the 3rd July, which leaves by tomorrow's air mail. Fe made one last minute change to paragraph 3(g) of the despatch, but it was obviously not necessary to bother you with this before it was sent off.
As you know, it is intended that this despatch, together with Sir Mark Young's despatch No. 145 of the 22nd October last to which it is a reply, shall be published in long Kong as soon as possible. We do not propose publishing them in printed form in this country, but as soon as the despatches are published locally we intend placing copies in the Library of the House, with a suitable arranged Parliamentary Question and Answer drawing attention to them. We also intend giving copies of both despatches to the Press here.
