Hong Kong are little more than rackets and very often do not act in the interests of labour whom they purport to represent. In Hong Kong they are deeply involved in the machinations of the Kuomintang, which is, and will continue to be, a thorn in the flesh of the Government.
Naturally I am keeping the information given to the Secretary of the China Association as confidential and I hope that you will not mind my writing to you thus voicing these opinions now rather than when it may be too late.
