Dear Mitchell,

Herewith, as promised, 15 copies of

Sir Mark Young's despatch No.145 of the 22nd October last, and of the Secretary of State's despatch to Hong Kong No.222 of the 3rd July, on the subject of the Hong Kong Constitutional changes.

These despatches have only reached me this morning from the Photostating office. I am sorry it i was not possible to get them to you before, and I am sorry also that I have only 15 copies to pass on to you at the moment. I mentioned to you on Monday the unexpected delay in the photostating process. I will send you a further 10 copies of each despatch as soon as they are ready.

As I told you on Monday, the Secretary of State is making an announcement in the House of Commons this afternoon, and the two despatches are to be published in Hong Kong tomorrow morning. are being made available to the Press this afternoon.

Mr. Keswick.
