Dear Mr. Keswick,
Mr. Creech Jones has asked me to send you
the enclosed copies of Sir Mark Young's despatch
No. 145 of the 22nd October last and of
Kr. Creech Jones's despatch to Hong Kong No.222 of
the 3rd July, on the subject of the Hong Kong
Constitutional changes. He promised to send you
copies of these despatches in his letter to you of
the 21st July. Further copies are being sent this
morning direct to Mr. Mitchell.
Mr. Creech Jones is proposing to make an
announcement on the subject in the House of Commons
this afternoon, and the despatches are to be
published in Hong Kong tomorrow morning.
They are
being made available to the Press in this country
this afternoon.
