9. We would be very grateful for your comments on the above points. No doubt the Governor will let us have a copy of the Municipal Council Bills in their final form (those in the folder attached to 54145/4A/47 below have been substantially amended); but it might be as well to suggest to the Governor in the communication dealing with the above matters that he might send the Bills home to us as soon as they are ready. This would save a lot of time later on.

I understand that our despatch also was
published, so that we have reserved our position on all points of importance.

approval, and the Government grant to the Municipality is a sum which is either fixed of dependant upon a fixed formula (so they will not be called upon to pay whatever deficit the Municipality choose to create) I see no reason why the amount of the rate to be levied abqxkxxxtxha taxtad should not be left to the discretion of the Council.

I doubt, however, whether we should hold out much hope of relaxation of financial control, since I do not think it would ever be practicable to go very far.
Perhaps it would suffice to say something to the effect that the question whether any relaxation can be made will be considered when experience of these reforms has been obtained
