I have sent copies to the Foreign Office, and Treasury as in flimsies at 87 and 88 opposite. You will no doubt wish to send copies also to Sir M. Young and Sir A. Grantham, and I submit drafts accordingly.

We must also telegraph to Hong/as in the last paragraph of my minute of 24th June and Mr. Seel's minute of 25th June, and I submit a draft telegram herewith.

We should now bring Mr. Sabben Clare up to date: I think it would be appropriate if you wrote to him as in draft s/0 letter opposite.

Finally there is the question of our I talk with Mr. Mitchell, of the China Association.

You might care to write to him as in draft herewith inviting him to come along and see us.

We have not yet been able to take action on No. 74 on this file, because the papers have been in constant urgent eirculation. After action on the drafts opposite the file should be recirculated to me for No. 74.

You should see that the despatch (86) is going off to-day by air mail. I have disposed of all the drafts with the exception of the draft telegram to the Acting Governor which I send forward as it refers inter alia to the arrangements for placing copies of the two despatches in the Library of the House of Commons and for a Parliamentary Question. I think there will be some advantage in arranging for the question to be asked in the House and for copies of the despatches to be placed in the Library on the same day as they are published in Hong Kong, and I have amended the telegram so as to provide for this.
