On the 14th of June/ you agreed that the draft despatch to Hong Kong should be sent to Sir Mark Young. That was done soon after he arrived here, and we have since made a number of revisions of the draft mainly in order to give effect to Sir Mark Young's views. The most important of these changes are described in Mr. Seel's minute of the 25th of June. In its latest form the draft has been agreed with Sir Mark Young, Sir Alexander Grantham, the Foreign Office and the Treasury.
The only other point to which I need draw attention is that Sir Mark Young prefers not to make any of the amend- ments in his own despatch which we had suggested in order to avoid overruling him in public correspondence. I personally feel that it would have been better had he felt able to accept our suggestions for deletion, but clearly this is a point on which we must accept his view.

As you are seeing Sir Mark Young tomorrow, you may wish to mention this matter to him, and if you are able then, to tell him that you are approving the latest draft. That would be welcome news, since he is as concerned as you are (see your minute of the 14th of June) that we should get this moving at the earliest possible
