3. As regards the other amendments or deletions which we thought he might wish to make, Sir M. Young's view is that, apart from any which we think are necessary, he would prefer to leave his despatch of the 22nd October as it stands. I have been through the despatch again with this in mind, and the only amendments (apart from those in the preceding paragraph) which I feel ought to be made before despatch is published, are as follows:-
(a) Paragraph 17(e)
I think it would be politic to omit any reference to the original proposal that there should be a differentiation between non-British Chinese and Americans and non-British Europeans in the matter of residential qualification. This could be overcome by the amendment I have suggested.
(b) Paragraph 24(vi)
If the above is agreed, a consequential amendment, as indicated in the loose copy of the despatch, will also be required to this paragraph.
(c) Paragraph 37
For the reason indicated in paragraph 8(XIV) of No.30, we shall require to amplify the reference to the usual condition regarding the duration of a lease in the New Territories. (This point was also made in the penultimate paragraph of the Foreign Office letter at No.31) I have suggested such an amplification.

4. I assume the intention will be to publish with Sir M. Young's despatch some, at least, of the 7 enclosures to that despatch. These were not mentioned in our savingram at No.30, but if they are to be published, I think the following amendments should be made to enclosure 7, dealing with the extent and exercise of the franchise. The references are to the paragraphs and pages of the enclosure:-

The wording of the second sub-paragraph is a little odd, since Portuguese are Europeans, though the meaning is perfectly clear. The sub- paragraph might be better drafted to read "Prior to the Japanese occupation there were some districts which were almost exclusively European: some were almost exclusively Portuguese. The bulk of the Indian community was also
centred in one district."
