I attach a revised draft reply to No.22. There is no reason to make this reply a personal message from Sir Thomas Lloyd, and we must be careful to avoid the impression that the publication of the Governor's despatch and of the reply which is to be sent to it requires no further considera- tion. In fact, this question will require very careful consideration here. It may be that the Governor's despatch will need to be edited. of the points arising out of it, which are now under discussion with the Governor, raise somewhat delicate issues, e.g. racial discrimination and trade union representation. Some
to these points might well have serious repercussions, international and otherwise, which might prejudice the whole scheme for the establishment of an elected Municipality.
Among other things, we shall certainly have to consult the Foreign Office and the Treasury on the question of publication and this will involve consulting them also on the terms of the open communication which is to be sent to the Governor.
When the telegram has gone I should like to have the file back for further consideration of Miss Ruston's minute and also the points mentioned in my minute of the 7th March.
