If the statement is to be made on March 5th, it will be necessary for the question to be put down before 12 o'clock on Monday, the 3rd March. I have just received the Hong Kong telegram at No.12 agreeing to the amendments proposed to cover the Foreign Office point and it now only remains to clear the statement with the Prime Minister and the Treasury.
Following my letter to Mr. Helsby
at No.7 on this file, I have had some discussion with him and he has promised to let me know on
Monday morning whether the Treasury have any comments to offer on this question. I have told him that I particularly wish to clear the Parliamentary statement on Monday morning.
I suggest that arrangements might be
made for a Question to be put down on Monday morning for Wednesday the 5th March, on the assumption that the matter will be cleared with the Prime Minister and the Treasury. If by any chance it is not,
I presume that the Question can always be deferred.
The Foreign Office have asked me to
let them have a copy of the statement in its final form, so that it can be telegraphed out to Nanking and we should of course also let the Governor of Hong Kong know in advance when it is to be made here so that he can make arrangements for simultaneous publication locally.
