Following the discussion with the Secretary of State this morning I have now amended the passage in Draft B relating to the proposal for the direct nomination of 4 of the 8 unofficial members by the Municipal Council (two) and the Hong Kong General Chamber of Commerce
and the unofficial Justice of the Peace (one each. I am sorry that this was incorrect in the
original draft.
On Sir Thomas Lloyd's instructions, after the meeting, I have also added a further
paragraph to comply with the Governor's suggestion in paragraph 14 of his telegram that the genuine desire and intention of H. M. G. to give the people of Hong Kong a practical and effective share in the actual management of their own affairs should be emphasised in the announcement.
