I have now touched up my revised draft of the F.E.(0) paper on Hong Kong, and enclose two copies of it. I should be grateful if you could let me have your comments as soon as possible. My Secretary of State has recently asked that the consideration of this matter by the Far Eastern (official) Committee shall be expedited, as it affects other important questions, such as the Constitution, and I very much hope, therefore, that it will be possible for this revised paper to be considered by the Committee before the end of this month.
