Lord Salisbury rang this morning and I explained to him our view on the lines of the above minute. He said that he fully understood and agreed, and would explain accordingly to Lord Teynham, who is the peer who was thinking of putting down the Motion. I said that I would be very glad to have a talk with Lord Teynham if he would like to discuss the matter further.
