I agree with Mr. Galsworthy that the best plan, in the circumstances, will be to explain the position to Sir Alexander Grantham before he leaves for Hong Kong (on the 19th July) and that the file should accordingly be brought up on the 7th July, if no answer has been received to No.107 by then.

An assurance on the lines suggested in 107 will not, however, completely meet our difficulty over the airport. What we really want here is an agreement to make continued control over installations in the New Territories one of the essential conditions to any, surrender of the lease.

Sir Mark Young came to the Colonial Office to-day. The discussions which Mr. Seel and I had with him turned principally on the draft Constitution despatch, and there was not time to cover the question of the future of Hong Kong. had prepared a note on this subject, of which a copy is registered at No.113, as an aide-memoire for Mr. Seel, and as time did not enable us to deal with this subject this morning, we gave Sir Mark Young a copy of this note. He will let us know if he has any comments on it.
