that in the meantime we propose to prepare a Cabinet paper which would be sent to Mr. Bevin, and also I suggest to Sir Stafford Cripps and Mr. Dalton in draft for any comments. The letter should also, I think, take the point that 2(b)

might be a factor to be taken into account in deciding the timing of any statement, but is not, in our view, a reason for postponing the submission of the question to the Cabinet.

If Mr. Bevin's reply is as foreshadowed above, and the general line which I have suggested is agreed, I will prepare a draft Cabinet paper on the basis of the revised draft paper for the Far Eastern (Official) Committee at (79), amended as indicated in my letter to Mr. Kitson at (86). It will of course require some amendment, and I think can be strengthened in some respects, e.g. with a reference to the "Times" article as having aggravated the uncertainty which is felt regarding our tenure of Hong Kong.

This point, is referred to in the appendix to Mr. Mitchell's letter (90). I also made the point when the article first appeared.7
