I have the honour to refer to my d08- patch No. 16 of 83th November transmitting a copy of s Communist sulletin from the ast kiver Area which carried a Hongkong stamp. I have since received similar bulletins but I have not forwarded then as they are so heavily load- ed with propaganda and contain so many obvious exaggera- tions that I questioned whether anyone would be willing to sacrifies the time to sift them for a few grains of original truth.

It is possible, however, that this form of literature may be at least in part responsible for the Canton Kuomintang having decided to institute a censorship of printed matter emanating from Honkong, as is shown in the enclosure to this despatoh which is an extract of a news item ap: caring in all Canton papers.

Letters between Hongkong and nton already take anything up to a week to arrive eño this censorship will doubtless ouse additional delays.
