Suppression of newspaper National Times.
I have received representations from Canton Readquarters and Special Commissioner T.W. Kwok Chinese Minister of Foreign Affairs, asking that period of suspension may be curtalled. I replied yesterday that I would consider reduction of period from one month to two weeks if the newspaper would give me satisfactory assurances as to its intentions and future conduct and undertake to publish these assurances in its first issue. The required assurances have now been given and beg that it be permitted to reappear from tomorrow.
