On the basis of your Memorandum dated June 24th which acknow-
ledged and approved paragraph a of my Memorandum dated May 29th I
sincerely hope that traitor Shum Wai-Yau be apprehended and turned over
to Colonel Hem Locke who will be responsible for his delivery for trial
at the Kwangtung High Court of Justice. I am sure that it is only
through mutual Sino-British cooperation that evil will be punished and
the upright protected.

Excellency the Governor of Hong Kong, Sir Mark Young, by Colonel
Hem Locke.
