campaigns, demanded as well from Your Petitioner a gift of
300 rolls of newsprint or its equivalent in cash in open market
value of about HK$360,000.00 (£22,500/- Sterling). The said
Chang Hoo-sang's message included at that early stage the threat
of Your Petitioner's inclusion in the official list of Traitors.
Your Petitioner's refusal to pay this blackmail led to the
launching of a newspaper campaign in the "National Times",
Kung Sheung Yat Po" and "the Wah Tsz Yat Po" attacking Your
Petitioner as literary collaborator and openly declaring that the
Wah Kiu Yat Po should be taken over by the Chinese Government.

Your Petitioner presents for your consideration a pertinent
example of articles and editorials published in these press
campaigns :
Editorial comment entitled "Welcome to Soong, President
of the Executive hen, on his arrival at Hong Kong"
appearing on the National Daily News of the 26th
January, 1946 :
* Dr. T. V. Soong, President of the Executive Yuen, who flew
" to Canton from Shanghai on 23rd January 1946 on a tour of

inspection of rehabilitation work in Kwangtung, will be
" coming to Hong Kong to-day to make an unofficial courtesy
" call on the Hong Kong Government.
" Mr. Soong is a very well known and competent financier and
" diplomat in China. For many years he has gone abroad and
" done the good work of promoting cordial relations with our
" Allies. After the Victory, he has been running about the
"Liberated Areas looking after the welfare of the people,
" stablising commodity prices, exploring the field of
" economical re-construction and speeding up rehabilitation
" work etc.
"Although this is not an official visit, Dr. Soong with his
" distinguished career should earn for him a very warm welcome
