influence of The New Chinese Democratic League) all the other
Chinese papers were under either direct or indirect control of
the Kuomintang Party and had their policies dictated to them by
this party. It is to be noted that the Kuomintang Party were
prepared and did use terroristic methods in their obtaining of
control of which two examples are given :-
(a) Being unable to obtain control of the policy of the Wah
Sheung Po Newspaper, Chinese Military Officers in Kowloon
some time in March, 1946 travelled around Kowloon tearing
up and destroying copies of this newspaper found on news-
stands and in the hands of News-boys and issued threats
to all of these news-stand vendors and news-boys against
further selling of this newspaper;
(b)
On or about the same day, the Canton offices of the same
Newspaper were faided by a large controlled mob which
completely wrecked and demolished these offices with
their valuable equipment and assets. This paper;, like
various other small publications, which did not conform
with the editorial policy laid down by the Kuomintang
Party, was then banned from publication in Canton and
China.
17. The sum total effect of this terrorism and gangsterism
is that for the hundreds of millions in China there is no unbiase
Chinese newspaper except for any unbiased paper or papers publish
ed in free British Hong Kong and being well aware of this, the
Kuomintang Party sought and still seek to obtain control of all
papers published in the British Colony, thereby seeking
complete press control of newspapers read by the Chinese.
18. In the light of this explanation, the persecution of Your
Petitioner may be fully understood in its true perspective.

To resume: the said Chang Hoo-sang, at the same time as
he had demanded Your Petitioner's co-operation in the said
