I enclose a copy of telegram No. 1084 from Hong Kong of the 18th September in reply to telegrum No. 63 from Mr. Stevenson of the 17th September in which
Sir Mark Young gives the background of a statement on this subject recently made by "a Hong Kong Government spokesman".
