How should the Government plan for the jurisdiction of Kowloon City.
According to information from concerned quarters, our
Government is planning for the establishment of a District Office in
Kowloon City which is our territory in order to protect our soverei-
gnty. Originally Kowloon City was not included in the lease when
the Kowloon Treaty was concluded between China and Britain. But
owing to the numerous problems confronting herself, China has not
attended to the territory and it is to be regretted that our
sovereignty has been abandoned and our prestige lost. Recently
a reply from the Foreign Ministry, concerning the jurisdiction of
Kowloon City, indicates that the control of this area could be
effected according to the rights. The Sino-British Authorities
may be able to come to an understanding in this matter and naturally
no re-action is to be expected.
In view of the foregoing the establishment of a District
Office in Kowloon City is no doubt just a matter of time. But the
circumstances of Kowloon City are different and without being well
planned, a satisfactory District Office cannot be created.
The following form our opinion.
Firstly, district autonomy should be enforced.
No matter
what system may be adopted village elder system or chief security
officer system - Well educated persons of capability should be
appointed in order to convert this small area into a model self-
government district.
Secondly, Constructions within the city should be modernized
and its former dity and filthy condition completely removed.
Thirdly, the Police administration should be well organised
to maintain peace and order and to prevent unscrupulous elements
making use of this area adjacent to our territory, and
Fourthly, after the establishment of the District Office,
it should become one of the most important places for the promotion
of the Sino-British friendship.
