We feel it desirable that in reply to questions about Hong Kong and the new Territories you should adopt a completely non-committal attitude and should simply say that you are not in a position to make any statement on the matter, and I note from your telegram No. 63 to Hong Kong that you have alroady replied on these lines to the press about City of Kowloon controversy. This I see from your telegram No. 64 to Hong Kong is not likely to die down.
