With reference to the recent

correspondence on the subject of the Chinese claim to jurisdiction within the Walled City of Kowloon (Foreign Office reference, I think, is F.14033/113/10), I enclose copies of two savingrams from the Governor of Hong Kong, the first of which describes the circumstances in which the Government statement on the subject came to be issued in Hong Kong. second gives a brief description of the position, extent and past and present conditions of the City.

We have considered in this connection the suggestion you made that the Governor's attention might be drawn to the desirability of prior consultation before any public statements are made bearing on the question of the future of Hong Kong and the New Territories. The Governor of Hong Kong is, of course, in a different position from our Ambassador at Nanking in this matter, but we have prepared the enclosed draft and I should be glad to know whether you have any comments on it before it is submitted for approval.
