The attached paper is a copy of an annex to a document entitled "British Policy in the Far East" which was prepared by the Far Eastern Civil Planning Unit for consideration by the Far Eastern Committee last Autumn. The Far Eastern Civil Planning Unit is an organ of the Far Eastern Committee which is an interdepartmental Committee resuscitated a year or more ago for the purpose of considering questions of Far Eastern policy. The paper on British policy in draft form was completed in January last but some amendments which were subsequently suggested by other departments (the Joint Planning Stafi) have never been incorporated since, owing to the pressure of events, the paper has never in fact been considered by the Far Eastern Committee.
In the meantime Mr. Bevin had put forward a proposal for a Conference of British Government representatives in the Far East and suggested that the basis of discussion should be the paper on British Policy prepared by the Civil Planning Unit For various reasons the holding of this Conference wys postponed and it has now been decided that it should be deferred until Lord Killearn can be free to attend.
