General.

Asked the Secretary of State for the Colonies whether any further steps could be taken to stimulate rice production in British dependencies; and, in particular, whether the restoration of rubber production in Malaya should be postponed so as to permit of a larger indigenous production of rice and other forms of food;

Invited the Secretary of State for the Colonies to consider, in consultation with the Secretary of State for War, what steps could be taken to check the infiltration of Chinese into Hong Kong So as to avert the need for increased imports of rice and other foods.
