provide cheap rice for all who might at any time bo in the Colony, its primary duty is to provide for the normal community.

(c) Hitherto rice tickets ontitling the holder and

his household to a rice ration at the controlled price have been issued to all comers. In view of the shortage of rice, the Administration has been compelled to issue now instructions. to the Rice Controller.

(D) Under those instructions no (rpt no) new rice tickets will be issued and no (rpt no) additions will be mado to existing tickets except in the case of persons who can prove to the satisfaction of the Rice Controller that prior to the outbreak of Pacific War they had been residents in the Colony for at least seven years, or that they have employment under the Administration or in an essential Service.

(E) Any oxceptional caso will bo doalt with by

the Rice Controller on its merits.

(F) Where application has already been made but no (rpt no) rice ticket issued, such application will be rogarded

as cancelled and new application should be made by those

persons who claim to be within the above categories.

(G) Apart from the rice supplied by the Administration,

there have hitherto been very small supplies of "UREE-MARKET"

rice procurable at high prices, but there is no probability

of the continuance of such supplios.

(H) The Administration considers that it is its

duty to warn intending nowcomers of the situation. Ends.

Para Thred. It should be observed that this action

in no (rpt no) way restricts immigration into Hongkong but

warns intending immigrants that Government rations of rice

will not be available for them.
