The Hong Kong administration has evolved an ingenious way of cutting down its rice requirements without reimposing immigration restrictions. I have no doubt that the regulations designed to reduce the number of persons eligible for rice tickets will have the effect of increasing the 'black market in such tickets, but this seems inevitable under present conditions. Mr Morris to see. Then put by.
