You should see, but I doubt whether it is necessary to trouble the Secretary of State with this matter. It is primarily a question for the War Office while the territory is under military administration. I agree that we should suggest to the War Office that the reasons for the enquiry should be explained more fully as proposed in the first paragraph of the re-draft suggested in Mr. Davies' minute. I would, however, delete the last sentence of this paragraph and the whole of the second paragraph and substitute for them something on these lines:-

"Fully appreciate reasons which led to lifting of immigration restrictions against Chinese as set out in paragraph 5 of your 494 cipher 15th November and also political considerations involved, but should be grateful if you would review matter in light of critical food situation and let me know as soon as possible whether anything can be done to restrict any influx of population into Hong Kong which would add to our liabilities."

If this is agreed, a draft on these lines might be telephoned to J/Cdr. Brooks as a suggestion, of course in view of the delay which has already unfortunately occurred.
