But under the recommended scheme of merger of Municipal and Rural areas and the division of Singapore into Districts with District Councils, it is necessary that each District Council shall be allotted the functions usually allotted to local Authorities.

The Malayan Democratic Union recommends the immediate taking of a census of Singapore on which to base the division of the Island into Districts and Words.
The Malayan Democratic Union urges that a fully representativo Municipal Constitution Committee be formed from representatives of the various organisations, and that meetings of such a Committee be open to the public,
