necessary information and recommendations on this question should be submittel concurrently with recommendations for other reform.

Pending sufficient education of ratepayers in matters of local Government, a paid President of the Municipality and four of the Municipal Commissioners should be appointed by the Governor.

There should be twenty elected Municipal Commissioners, to be elected as hereinafter appears:-

(i) One Commissioner to be returned by each of the following

communities

Arab Ceylone se Eurasian

European

Jewish Malay

(ii) Nine Commissioners to be returned by the Chinese Community

and three by the Indian Community.

(iii) The non-communal "Straits Settlements (Singapore) Association"

and "Singapore Ratepayers Association" to elect one Municipal Commissioner ench.

A candidate for the post of Municipal Commissioner may be of either sex, and should have the following qualifications:-

(a) He shall be a British subject having completed his 25th year,

be able to read, speak and write the English language and reside in the Island of Singapore.

(b)

He shall have paid rotes for the half year in which the list of voters is made to the amount of $40/- or upwards in respect of property of which he is the beneficial owner situate in Singapore, or be the occupier of a house in Singapore of the annual rateable value of not less than $480/- or a portion of a house for which he pays the annual rent of not less than $480/-.

(c) He shall be nominated by at least 100 voters.

(a) No person being a regular officer in His Majesty's services

or in Government employment and no officer or servant of the Commissioners shall be elected a Commissioner.

Any person male or female shall be entitled to be placed on the communal lists of voters who

(a)

has completed his 21st year

(b) is resident in the Island of Singapore at the time of the

closing of the electoral lists and has been so resident for 24 months in all

(c) has either paid rates for the half year in which the list of

voters are made to the amount of $6/- or upwards in respect of property situate within the Municipal area of Singapore of which he is the owner or is the occupier of a house within the said area of the annual rateable value of not less than $180/- or is an occupier of part of such a house as last mentioned for which he pays a monthly rent of not less than $20/- or pays a monthly sum of not less than $80/- for Board and lodging within the said area.

All Commissioners appointed by the Governor shall be appointed for a term of 3 years and shall not serve for more than 2 consecutive terms.
