The "Hwa Shiang Pao" (Left Wing paper), reported that 100 delegates representing more than 20 unions held a discussion on Hong Kong's new constitution. The meeting was in favour of a two-thirds majority of Chinese members for the Council and it was unanimously opposed to property and academic qualifications for councillors. The meeting recommended one year's residence since reoccupation as a qualification for a councillor, and also favoured the ward system and election by public bodies.
