person within the appointed time, the Governor to have the power to fill the vacancy. The Governor suggests that it might be better not to designate the nominating bodies by statute but to leave him in Council to select them. He does not press this and it seems definitely best that there should be statutory provision from the beginning.
7. Proposed Functions of Council.
Initially the Council would take over the responsibilities of the existing Urban Council and control of the fire brigade, parks, gardens, recreation grounds and certain licensing powers. A Commission would be appointed (and would include the members of the Municipal Council) to consider the transfer of other functions. The ultimate list which the Governor visualises is given in paragraph 31 of No.69 and includes such matters as education, social welfare, town planning and public works.

Finance.
The underlying principle is that the Council should be given the fullest possible control over municipal finance. Loan proposals should, however, be subject to the sanction of the Central Government and, it is suggested, to that of the Secretary of State.
Appointment of Officers.
The Council to have full powers subject to possible requirement of Governor's approval of engagement for or discharge from such key posts as that of Chief Health Officer.
10. Control.
No power of veto or certification to be retained but Government to rely on its ability to control the Municipality (a) by Order rescinding or varying the list of services transferred and (b) by legislation amending the Municipal Ordinance. It to be an instruction to the Governor to obtain the Secretary of State's prior approval before proceeding with either (a) or (b) above.
