I submit a revised draft, marked "A", the latter part of which (paragraph 7 on) is intended to give effect to the Secretary of State's minute of the 18th January.
I have included all the main features for the new Legislative Council suggested by the Secretary of State, but I should like to comment on two points.
(a) On the basis of the population figures,
non-communal representation should result in a preponderance of Chinese elected members. It may be desirable to add a proviso to the instructions regarding the selection of nominated members to the effect that persons may however be nominated to represent
