and Mr. Hazlerigg's work as suggested in the first paragraph of my minute.
In the meantime, we can be giving further consideration to the details of the proposed Municipal Council and also to the Governor's second main recommendation for increasing the unofficial representation on the Legislative Council, the latter on the assumption that there will be a Municipal Council. As to the former, like Miss Ruston, I am surprised to find that there has apparently been no consultation with the authorities in Singapore, which, of course, had a Municipal Council before the war and which is now to be given more responsibility. I should have thought that it would have been worth while for Mr. Hazlerigg to fly down to Singapore to consult the authorities there, and I still think that it might be desirable for him to do so if and when the recommendation for a Municipal Council is approved in principle. I think too that we should seek the advice of authorities in this country on the details of the scheme. Any such advice would, of course, have to be considered in the light of local circumstances. I imagine that the Ministry of Health would be the proper Department to approach in the first instance for such advice, but if there is someone in the L.C.C., whom we could consult semi-officially, that would, no doubt, be the most expeditious course. I personally would prefer an approach to the L.C.C., as I recall the long delay which took place when we consulted the Ministry of Health some years ago on a question affecting the Municipality of Georgetown, British Guiana.
I have attached to this file a letter from Mr. Sloss, suggesting that a person from the Colonial Office should go out to Hong Kong especially in connection with the constitutional proposals.
I have suggested on other papers that we should not
pay serious attention to Mr. Sloss's views on matters other than those which come within his own province, namely the University, and I think, therefore, that this suggestion had better be ignored.
