The first question I have got to ask you 16: Referring
to Memorandum of Departmental Arrangements for carrying
out the provisions of the Public Health and Buildings
Ordinance, with respect to those sections that apply
to the Building Authority and the Sanitary Board,
supposing no part of the Building Authority's Departmen ↑
of the work was done by the Sanitary Board Officials,
what extra staff would you require, and what would
their respective salaries be?
It is a very difficult matter to give any absolutely
definite answer to a question of that kind, but my
idea is that you might double the present staff of
overseers. I have three overseers at present, and I
think six might do. Their salaries would be the same as
the present ones £240 to £270 a year,

Before you go on, Mr Chatham, you think that £270 le
quite the highest pay that need he given to a man of
that class, living in Hongkong and living decently and
honestly and so forth?
In the present condition of exchange, I think it is
rather low.
But only in view of the extremely high rate of
exchange of the moment ?
