Then they have to take cubicles, and a aubicle costs $4 or $5 a month, and they get on with that; because this Ordinance does not allow the cubicles to be partitioned off, a number of people have gone back to the country. I take it, and I am sure of it, that the Government knows it too, when there was a' census taken a while ago, that there has
