Yes, I built a block of houses. There is a lane behind
Government property, there is a street at the side,
there is a garden in front, and it is light all round.
Then, if I sent in an application and submitted the
plans, the Government would grant permission to build,
and I built. Then, a few years afterwards, it is said
this law wont do, and it has got to be altered. Then,
they say the landlords and everybody have to spend a
great deal of money. Then, if the Goverment : armits
it to stand, well and good, but if not, then you have
to engage an Architect. He has to ask for permission.
The Government does not permit it. He has got to make

a plan, to submit to the Government, and much money is spent. It is very diffimilt for landlords to do it. And generall; (peaking, you think the law is too severe and precses very hardly on the landlord and
