kind would be for one monent allowed in Great Britain,

without compensation, or any other civilised part of

the world, excepting Rongkong ↑

It is a matter of which I could scarcely express an

opinion. My duty is confined really to the structura)

part of it, it seems to me.

18984 I am not asking you now as the Building Authority, I am

asking you an a man of common sense, and a man of the

world,

- do you think that such a thing would be

permissible in any civilised country, excepting Hongkong

or a Crow Colony ↑

One thing that has always struck me about it is that if

an owner constructs his property in such a way as to

produce an insanitary state of affairs, it seems to me

quite reasonable that he should be required, in the

interests of the community, to put it in a sanitary

condition.

But you have apparently overlooked the point, HE

Humphreys made, that when this suppositious sale or

purchase of proparty took place, the property was

built in accordance with the sanitary laws of the

Colony, the property had been erected in accordanos

with the Ordinance.

And it had been duly passed by the Sanitary Board,

and Building Authority.

And as the law existed, it was a perfectly sound

business transaction that a man, should purchase

Роны property for $100,000, raising bee fifthsof it on

mortgage; dont you think that by introducing a law

such as this, a very serious blow has been demit at

property owners of the Colony

It certainly seems so.
