One thing that has always struck me about it is that if
an owner constructs his property in such a way as to
produce an insanitary state of affairs, it seems to me
quite reasonable that he should be required, in the
interests of the community, to put it in a sanitary
condition.
But you have apparently overlooked the point, HE
Humphreys made, that when this suppositious sale or
purchase of proparty took place, the property was
built in accordance with the sanitary laws of the
Colony, the property had been erected in accordanos
with the Ordinance.
And it had been duly passed by the Sanitary Board,
and Building Authority.
And as the law existed, it was a perfectly sound
business transaction that a man, should purchase
Роны property for $100,000, raising bee fifthsof it on
mortgage; dont you think that by introducing a law
such as this, a very serious blow has been demit at
property owners of the Colony
It certainly seems so.
