Yes. And then another grievance I have against the Building Department, is the absurdity of sending in plans for trumpery little structures. You may not put one brick upon another, without sending in a plan, and very often where you have little temporary sheds to build, a little green house, or any small structure, which does not want a plan, a carpenter can put it up, - you have to go to an authorised architect, who charges you $15 for it. I believe they do it cheaper for some people, but the thing is probably not worth more than probably $40 or $50, when it is put up.

You have to send in a plan for every item of work you want to do. Years ago, Mr Cooper, who was then Director of Public Works, said "We will give you exemption for small jobs like that". He recognised the absurdity of it. For instance, the other day wê had an accident to a wall. I could not wait for plans to be prepared, and I proceeded with the work at once, 28: it was a matter of urgency, and I got a notice from them asking why I had not sent in plans of it. That all takes time and trouble, and causes irritation.
