Board simply made the rules for the guidance of the

officers, and also for the business of the Board, but

they had no money at their disposal.

been anomalous all along. I have almys considered it

would be much better to have fanitary Realth matters

run either by a Municipality or as a Government Depart-

ment, one thing or the other. A combination of the two

is impracticable in my mind.
