I may have consulted the golonial Secretary. It is quite
likely I did, but I cant say.

that, and see if you did consult anybody

written record as to who you did consult, I would ask
you to put the papers before the Commission, « With
regard to the accounts, supposing you have to make
special payments or increase the expenditures above
the estimates which have already been passed, by the
Couno11, - the estimates are passed in September or
October, and half way through the wɛtimates have been
exceeded, would you ask the Government for an additional
vote, or would you put the matter before the Sanitary
Board, and say what you were doing ?
I would approach the Government direct, of course.
