I dont think it is se important as all this. What would

happen would be that the Inspector would report to the

M. 0. H. that boat No.so and so had not been barred.

That report would go to the Secretary, who would send

for the contractor, and tall him to tar the beat.

done, would not the contractor be fined ?

That again is a matter that would be more within the

nognisance of the M. O. H. than the P. 0. M. 0.
