Gentlemen, I am sure we are all very much obliged to

Mr Hooper for having taken so much trouble, and to have seen Lo Man Kai. I have shown this letter to the

Colonial Secretary, and he forwarded same on to the

Governor,

and His Excellency sent for me this morning,

and said with regard to Lo Man Kai, he would leave the matter entirely in our hands. I told the Governor I thought we might be able to persuade Lo Man Kai to come

down,

and tell the truth, and His Excellency said if the man told the truth, and wanted the letter of indemnity, of course he must have it. That being 80,

I understand one or two members of the Commission are

trying to get Lo Man Kai down.

I may mention that a man came to me this morning ( a friend of his) and asked me if the Commission would allow him to come down from Canton, and I told him, we

should be only too pleased to see him.

Did he put that in Chinese ? I dont think he meant *allow" him to come down. What he said was "I will come down to the Commission, if the Commission really wont

hurt me".
