My opinion is that if the Building Authority is not capable of dealing with plans, then the Medical Officer of Health cannot help him much, and beyond that, it is robbing the Department of a valuable nan, in connection with work which he does understand. That is, trying to rid the Colony of the spidemics, investigating matters, superintending the Inspectors's work, and leaving plans to an Engineer?
