It must not be imagined that, because we found the statements attributed to Mr Ho Amel to differ from our own observation on Saturday last, we condemn the scheme for constructing a rival Oliinese city on the borders of the Colony. W. admire the enterprise, and

think there is possibility of constructing aidential and aven · manufacturing centre in the neighbourhood of Bamsbulpo under British protection. The sea-thors may be too shallow at this point to admit of the approach of large vessels, but the con. struction of a railway from Hongkong to Csaton, one of the pet schemes of some of Hongkong's financiers, will compensate for that, and manufactured goods might be car- ried cheaply enough to the wharves at Kowloon. The proximity of the plague demetery at Laichikok is objectionable, but science should soon remove objections on that score. There is most certainly a need for suburbs to the city of Victoria, suburba where reapactable wealthy Chinese can bring their wives and families, than in- ducing them to become true colonists, The interference of the well-meaning but foolish people of Exeter Hall in regard to the immoral canker is playing "sad baroo with Hongkong at a place of re sidence for respectable Chinese, since the removal of restrictions has had the in- evitable effect of increased immorality over a wider area in the city of Victoria. To some extent at least the existence of higher-pelood dwelling houses of more luxurious construc- tion, and situated in the suburbs, would have the effect of counteracting the evil effects of Exeter Hall. Bat a new city on our borders, entirely within Chinese juris- diation, will, on the other band, be a source of absolute danger to the Colony. What- ever excellent Ideas its projectors may have, and we give them credit for the best, another Obinase city in the violaity of Bongkong will become an additional souros of danger to the Colony. It would also lead to an increase of crime, and for a proof of that it is unnecessary to go beyond the re- oords of the past month's orims. Three of the most serious orimes committed in the oity of Victoria during the past month, ex- cepting the osse of alleged murder on board a sampan, were, we believe, committed by men having thale habitat in Chinese Sam- shaipo, and all three had been previously banished from the Colony and deported to Canton. Only one of the men was arrested in the attempt to commit murder; the others ssosped to Samshuipo or Kowloon Olty. Nor dan we forget the threat of the Chinese daring the plagas epidemio of 1804 and again during the strike of 1898 to esta... - blish Chiasse city of refuge at Samabulpo to which they sould resort whenever thele osprice dlofated a wholesale boyoutt of the Colony. To protect the Colony from pasti. lence and crime it is necessary, therefore, that the whole territory forming the Kow- loon Peninsula should" be coded to the Oolony of Hongkong, and as It has long been obvious that the adquisition of this ter ritory is sential for the proper and effos- tive defense of the Colony from foreign in- rasion, we hope the British authorities will regard the new metade są one more argui ment for prompt sotion.
